Assistant Chief Information Officer – IT Infrastructure and IT Services

Position Summary

This role is critical to ensuring that the organization’s Technology Infrastructure and IT ServicesĀ support the Bank’s strategic goals. TheĀ roleĀ plays a pivotal part in bridging the gap between IT and business functions, ensuring that technology investments drive business success and customer satisfaction.

The responsibility involves overseeing the IT Infrastructure, IT Service ManagementĀ and Key Management & EMV Compliance departments. The position requires strategic planning, operational managementĀ and ensuring alignment with organizational goals. As the Assistant CIO, the individual will lead a team of IT professionals, manage vendor relationshipsĀ and drive continuous improvement in IT services and compliance. The individual will also act as a key member of the IT Leadership Team (ITLT).

Requirements & Experience

  • Must be a Citizen or Permanent Resident of Brunei Darussalam.
  • Degree or Master in Computer Science, Information Technology or any other relevant field.
  • Certified in Risk and Information Systems Control (CRISC), ITIL Foundation (Practitioner, Intermediate, Expert and Master Level), Certified in the Governance of Enterprise IT (CGEIT), The Open Group Architecture Framework (TOGAF) or/and any other relevant certifications are preferred.
  • Minimum 10 years of experience in IT Management, with a focus on IT Infrastructure and Service Management and with at least 5 years in a senior leadership role.
  • Extensive experience in strategic planning and aligning IT goals with business objectives.
  • Proven track record of managing large-scale IT Infrastructure and services especially in banking and financial industries.
  • Extensive experience in managing and maintaining IT Infrastructure and IT Services.
  • Extensive experience in implementing and managing IT Service Management Frameworks like ITIL.
  • Strong background in incident management, problem management, asset management and change management.
  • Sound knowledge with key management systems and cryptographic technologies.
  • Sound knowledge with EMV standards and PCI DSS compliance requirements.
  • Extensive experience in preparing for and managing internal and external IT audits. Knowledge of compliance regulations and standards (e.g. ISO/IEC 27001, PCI DSS).
  • Proven ability to identify, assess and mitigate IT risks.
  • Detailed understanding of relevant regulations such as PCI DSS, GDPR, and ISO/IEC 27001 and familiarity with Compliance Frameworks and best practices in IT governance.
  • Extensive experience in developing and implementing disaster recovery and business continuity plans.
  • Strong leadership skills with experience in managing and developing high performing IT teams.
  • Proven ability to foster a collaborative and innovative work environment.
  • Proven ability to manage budgets and allocate resources effectively.
  • Excellent communication skills to interact with senior management and stakeholders at all levels.
  • Proven ability to present complex technical information to non-technical audiences.
  • Proven ability to manage multiple priorities and working under pressure.
  • Strong analytical and problem-solving abilities.
  • Proficient in current industry trends and emerging technologies.
  • Sound knowledge of budgeting, financial planning and cost management in an IT context, including procurement processes and Vendor Management.
  • Sound knowledge in Project Management Methodologies (e.g. Agile, Waterfall). Understanding of project lifecycle, from initiation to closure.

Key Responsibilities

  • Strategic Planning and Execution –Ā Assist in the development and implementation of the bank’s IT strategy.Ā Align technology initiatives with business goals to enhance operational efficiency and customer service.
  • IT Infrastructure Management –Ā Oversee the management of IT Infrastructure and Network Systems. Ensure the reliability, scalability, and security of IT systems, including servers, storage, and networking equipment.Ā Oversee disaster recovery planning and business continuity efforts.
  • Service Delivery and Improvement –Ā Manage the delivery of IT Services, ensuring they meet service level agreements (SLAs) and continuously improve based on user feedback and performance metrics.
  • Compliance and Security –Ā Ensure compliance with EMV standardsĀ and other relevant regulations.Ā Oversee the lifecycle management of cryptographic keys and conduct regular security audits.
  • Vendor and Contract Management –Ā Develop, negotiateĀ and manage contracts with vendors and service providers within own portfolio, ensuring performance meets organizational standards and budgets.
  • Leadership and Team Development –Ā Lead, mentorĀ and develop IT teams, fostering a culture of continuous learning, collaborationĀ and professional growth.Ā Manage manpower planning,Ā trainingĀ and performance evaluation of IT personnel within own Portfolio.
  • Incident and Problem Management –Ā Establish processes for efficient incident resolution and root cause analysis to minimize service disruptions and recurring issues.
  • Budgeting and Financial Oversight –Ā Develop and manage budgets for IT Infrastructure and Services, ensuring cost-effective investments and financial planning.
  • Stakeholder Communication –Ā Maintain regular communication with other divisions and business units to understand their needs and expectations, providing updates on IT initiatives and performance.
  • Innovation and Continuous Improvement –Ā Stay abreast of emerging technologies and industry trends, promoting the adoption of innovative solutions to enhance IT services and infrastructure.
  • IT Governance and Compliance –Ā Ensure adherence to regulatory requirements and industry standards.Ā Ā Develop and enforce IT processes,Ā policies and procedures within own Portfolio.Ā Conduct regular audits and risk assessments.
  • Project Management –Ā Lead and coordinate IT projects within own Portfolio, ensuring they are delivered on time, within scopeĀ and within budget.Ā Collaborate with other IT departmentsĀ to identify and implement technology solutions.
  • Communication and Management Reporting –Ā Communicate IT performance and initiatives to senior management and other stakeholders.Ā Prepare reports on IT activities, project statusĀ and compliance issues.
