Position Summary

The role also acts as the Bank’s liaison to Government Agencies and Authorities, supports the Senior EIR Manager on employee relations strategy during complex organisational change, and leads and builds capability within the EIR team.
Requirements & Experience
- Must be a Citizen or Permanent Resident of Brunei Darussalam.
- Minimum Bachelor’s Degree in Human Resources Management, Business Administration, Law, Social Science or a related field.
- A minimum of five (5) years working experience in employee relations, industrial relations or an HR generalist role.
- Graduates from other disciplines should have had exposure to key HR issues and people management experience.
- Working knowledge of employment and labour legislation, industrial governance, and grievance and arbitration processes.
- Proficient in Microsoft Office Suite.
- Good knowledge of the banking business and of business processes relating to the functional area would be an advantage.
Key Responsibilities
- Provide guidance and consultation to the Business and partner with them on managing Employee Relations, including performance interventions, disciplinary processes and grievances, including high-risk and complex disputes.
- Advise supervisors on the treatment of staff and Bank policies, respond to employee breaches of policy, and provide counsel on resolving conflict in the workplace.
- Develop and review employee relations culture, and apply people policies which improve employee experience and employee brand, and mitigate risk.
- Evaluate and improve practices and behaviours to elevate employee experience and achieve better dynamics across the organisation and with relevant authorities.
- Act as a liaison to Government Agencies and Authorities, including the Labour Department, Immigration Department, Job Centre, educational institutions and BDCB, to represent the Bank and facilitate changes in the organisation.
- Assist the Senior EIR Manager to develop employee relations strategy and plans, with a focus on developing a positive ER environment during complex organisational change.
- Develop and review employee policies that positively impact Employee Relations, supported by appropriate standard operating procedures.
- Manage staff-related issues end-to-end on disciplinary processes, grievances and performance interventions, including attending investigation interviews, documenting proceedings and preparing disciplinary letters.
- Use employee voice insights to positively impact the way people work, including designing, organising and implementing the annual Employee Survey and sharing organisational data with the Business.
- Develop and embed employee engagement proposals, plans and interventions, and oversee the use of social media platforms to engage with staff.
- Apply and interpret employment law in a range of complex work situations, liaising with the Legal Team to ensure legal risks are fully considered and advice to Divisional HR teams is consistent.
- Lead, coach and build capability within the EIR team, and act as relief in the absence of the Senior EIR Manager in all matters.
- Manage and monitor the EIR budget and demonstrate adherence to regulatory and compliance requirements, with no compliance, regulatory or audit findings raised.
