IT Change Manager - Information Technology Division

Position Summary

The IT Change Manager is responsible for ensuring that changes to the Banks information technology environment are assessed, authorized, planned and implemented in a controlled manner. The role will manage the Banks IT Change Enablement practice to minimize service disruption, operational risk and customer impact while enabling timely and effective technology delivery. The role will also recommend improvements to strengthen change governance, service stability and overall change performance.

Requirements & Experience

  • Must be a Citizen or Permanent Resident of Brunei Darussalam.
  • Degree in Computer Science, Computer Studies, Information Technology or any other relevant field with a minimum of 5 years working experience in similar roles, preferably IT Service Management Manager ; OR
  • Higher National Diploma in Computer Science, Computer Studies, Information Technology or any other relevant field with a minimum of 8 years working experience in similar roles.
  • Having an ITIL Certification is an advantage.
  • Proficiency in ITIL 4 Change Enablement concepts, practices, success factors, roles, metrics and continual improvement.
  • In-depth knowledge in Change models, change authorities, Standard, Normal and Emergency Changes, CAB/ECAB and enterprise change scheduling.
  • Sound understanding in ITSM integration, CMDB and service dependencies, operational resilience, business continuity, disaster recovery and cybersecurity controls.
  • Knowledge of risk assessment, mitigation strategies and risk monitoring techniques.
  • Excellent leadership quality, communication skills and proven ability to interact and manage relationships effectively with internal and external stakeholders.
  • Strong technical skills and ability to learn new technologies quickly.
  • Strong analytical and presentation skills.
  • Strong verbal and written communication skills to effectively convey complex concepts to both technical and non-technical stakeholders.
  • Self-motivated, driven and able to work independently and in a team.
  • Good understanding of Cybersecurity issues, operational risks and process improvement in the areas of technology and business.
  • Project Management and prioritization skills to oversee initiatives and ensure timely completion.
  • Strong analytical and problem-solving skills to assess complex issues, to enable informed decision making.
  • Ability to manage workload, in a fast-paced environment and work effectively under pressure.
  • Possess strong commercial knowledge and business acumen skills.

Key Responsibilities

  • Managing and continually improving IT Change Enablement framework, policies, processes, controls and workflows.
  • Assessing the risk, impact, priority, readiness and classification of Standard, Normal and Emergency Changes.
  • Coordinating CAB and other change authorities and ensuring decisions, approvals and actions are properly documented.
  • Managing the enterprise change calendar and resolving scheduling conflicts, dependencies, resource constraints and high-risk implementation windows.
  • Ensuring changes have adequate testing, implementation, communication, validation, contingency and back-out plans.
  • Monitoring high-risk and business-critical changes through implementation, validation and closure.
  • Leading post-implementation reviews for failed, backed-out, emergency and significant changes and tracking corrective actions to completion.
  • Monitoring change performance through KPIs and KRIs and reporting material risks, trends and improvement actions to management.
  • Ensuring compliance with the Banks policies, cybersecurity requirements, regulatory obligations, audit standards and evidence-retention requirements.
  • Collaborating with business units, technology teams and third-party vendors to ensure changes are delivered safely, efficiently and with minimal disruption.
