Secretariat and Governance Officer​

Position Summary

  • Manage all secretariat functions for the Bank and subsidiaries’ SABs, including meeting scheduling, logistics, and timely preparation and distribution of agendas and meeting materials.
  • Track deadlines, monitor progress, and follow up with stakeholders on SAB proposals, reports, and other submissions.
  • Support the SAB Secretary by documenting discussions and preparing minutes of meetings, post SABs meetings.

Requirements & Experience

  • Must be a Citizen or Permanent Resident of Brunei Darussalam.
  • Holds a bachelor’s degree preferably in Shariah OR LLB Law and Shariah, OR Islamic Banking and Finance, OR any relevant qualification.
  • Able to demonstrate sound understanding of basic Shariah concepts applied in Islamic banking and finance.
  • Eloquent in Malay and English (written and spoken). Proficiency in Arabic language is an advantage.
  • Self-starter, team player and detail-oriented with good organizational and multi-tasking skills.
  • Well-versed in all Microsoft Office applications – Word, Outlook, Excel and PowerPoint.
  • Familiar with web-conferencing such as Zoom, Microsoft Teams, Skype and WebEx.

Key Responsibilities

  • Assist in formulating Shariah rulings or resolutions, especially in the absence of the Senior Secretariat & Governance Officer.
  • Coordinate and obtain timely sign-offs on Shariah Resolutions from SAB members.
  • Ensure prompt circulation of agendas, meeting materials, and approved rulings or resolutions to SAB members and relevant stakeholders.
  • Support timely regulatory reporting of Shariah matters in line with the SGF and other regulatory expectations.
  • Assist in the development and updating of Shariah Governance documents, policies, guidelines, and SOPs for the BIBD Group.
  • Review and assess Shariah-related guidelines, notices, circulars, or directives issued by the regulator, including international standards (e.g., AAOIFI, IFSB), and highlight implications or required updates to internal policies and processes.
  • Monitor industry trends, regulatory developments, and emerging Shariah governance standards to support continuous improvement of the Bank’s Shariah Governance Framework.
  • Proactively promote Shariah compliance awareness and culture to internal stakeholders through day-to-day advisory on processes, effective meetings or regular briefings.
